NSW Animal Services is the longest operating Urban Animal Control Service in Australia.
It became a Pty Ltd company in 1983 after operating as a sole trader for a number of years prior that.

We have more than 25 years experience performing the mandated duties promulgated in all of the ‘On Foot’ Federal and State Legislation Prescribed that shall be Performed 24/7 with the power of Delegation of the General Managers (Sect 378-(3) of the LGA 1993) to our Company as the “Holders of the Office” of all Animal Control, Impounding / Seizure Duties.
This knowledge has been gained from 25 years field experience at the coalface of animal Management, Control and Seizure; not from behind a desk. We have real time involvement in the rulings of the courts when tendering evidence for our clients on matters of our Duties regarding the Performance of the legislation and procedure for those councils.

We are currently contracted as the Animal Management Officers, responsible for all Animal Management Control Operations for Rockdale, Hurstville and Kogarah Councils in NSW.
We are currently and have in the past, performed functions for other Councils on certain occasions, full-time and part-time. I.e.: when council personnel are on holidays or injured or are in need of assistance with experienced Animal Controllers for restricted or dangerous dog seizures / identifications, basic animal control and or felines / fox seizures etc. (approximately another 8 councils).

These functions are performed on ‘retainer + performance based agreements’ as per “Best Business Practice” standards, utilised by all the  forward thinking Authorities / Councils to keep their costs for the rate payers to a minimum so the saved expenditure can be utilised / diverted to other council duties.

We have conducted workshops to keep authorities (Councils etc,) ‘On Foot’ with their ‘Duty of Care’ obligations regarding Animal Management and Control in their ‘Area of Control’ for their residents, residents owned animals, pedestrians, motorists and all the other unattended animals owned or feral/wild that become the Authorities responsibility as soon as those animals are recognised as a Non Indigenous animal of Australia which include both felines (cats) and canines (dogs) that are unattended / stray, trespassing, injured, sick and enter that Authorities ‘Area of Control’ both in a public and or private property situation, as mandated in NSW Legislation. (IA 93).

We have provided advice to the National Parks & Wildlife in regard to Council responsibilities relating to feral animals and who has the responsibility to abate the problems as they arise; again depending on ‘Area of Control’ and animal species responsibilities. (Felines, Foxes, Deer etc,) i.e.; Is it a Non Indigenous or a Native species? With regard to the Non Indigenous Act 1987 ‘Definitions” 3 "non-indigenous animal" means an animal not native to Australia “before European settlement”.

Further; Animal Management / Control advice has been solicited by other authorities such as the Water Board, State Rail, RTA and the NSW Police in regard to Federal and State legislation regarding all the mandates that Councils/Authorities are required to Perform in their  “Area of Operation” and what legal “Duty of Care” functions are imposed on those individual “IMPOUNDING AUTHORITIES”  prescribed in the Dictionary section of the Impounding Act 1993 encompassing  all animal control duties that are required to be completed 24/7 as mandated and conferred in the INTERPRETATION ACT 1987 - SECT 9 & 48 Exercise of statutory functions. “(or, in the case of a duty, shall be performed) from time to time as occasion requires”.

Unfortunately many councils avoid their Duties by not understanding or are up to date with all the other inter acting on foot legislation (Other Animal related Acts, including the mandate of sections 9 & 48 of the Interpretation Act 1987) that have NOT been either REPEALED and or AMENDED that have conferred duties, too which functions have to be performed by the Councils / Authorities named in the Impounding Act 1993 Dictionary (section 4) and in what time frame. (I.e.: 24/7. sect 9 & 48 I987).

This site gives easy direct access to interpretations and comment on all specific differing functions mandated to be performed by Councils / Authorities named in the Local Government Act 1993 and Impounding Act 1993 24/7 for animals and the possible owners of these animals.
